Jeffry M. Kessel is Of Counsel to Williams Coulson. Jeff chairs the Firm’s state and local tax area and is a member of the Firm’s Tax Controversy practice.  He assists clients with multistate business tax issues and represents clients before various government agencies.

Jeff has over 28 years of tax experience and has assisted clients with a wide variety of multistate tax issues including:

• Business transactions and restructurings
• Refund reviews
• Incentive negotiations
• Audit defense and appeals

Jeff was previously a state tax partner in Deloitte & Touche, where he led the Firm’s multistate tax practice in Western Pennsylvania, West Virginia and upstate New York. He is a frequent speaker on state and local tax issues and has served on the boards of several state tax publications, including the Journal of State Taxation. 

Jeff received his law degree from West Virginia University and also received a Bachelor in Science degree, magna cum laude, with a major in accounting.  He is licensed to practice law in Pennsylvania and West Virginia and is also a CPA. He is a member of the Pennsylvania Bar Association, the West Virginia State Bar, the AICPA and PICPA.  He serves as Treasurer and Board member for WYEP, the Pittsburgh public radio station.
